WASHINGTON, September 9, 2008  Azerbaijan heads the list of countries making it easier to do business this year, as extensive business reforms have spread across Eastern Europe and Central Asia, according to Doing Business 2009, a report issued by the World Bank and the International Finance Corporation. Every year Doing Business includes a ranking of how fast countries are improving their business climates.
