| World Bank’s new Country Partnership Strategy (CPS) with the Republic of Panama aims to provide selective, demand-driven assistance that deepens the Panama-World Bank relationship and helps the Government achieve its goal to reduce poverty and inequality. The CPS supports four objectives, which are aligned with the pillars and goals of Panama’s 2004-2009 Strategic Vision (Table 1). The development program outlined in the CPS includes a myriad of investment and development policy loans, as well as technical assistance programs designed to reduce poverty, generate technical innovation, improve urban transportation infrastructure, promote sustainable tourism, achieve fiscal sustainability, and increase the coverage of basic social services, such as water and drainage, health, nutrition, and education. The CPS also includes the preparation of a series of key analytical reports, including: a Poverty Assessment, an Urban Development Study, a Country Economic Memorandum and Country Environmental Memorandum, and an Investment Climate Assessment for Panama. Table 1: Panama 2004-2009 Strategic Vision | Pillar I | Pillar II | Pillar III and V | Pillar IV | | Reduce Poverty and Inequality | Promote Economic Growth and Employment | Reform Public Finances and Modernize the State | Develop Human Capital | Broad objectives to which the CPS will contribute | | Reduce poverty, especially among rural poor and indigenous groups | Promote broad-based economic growth | Establish modern PFM systems and institutions | Improve health, nutrition, and education attainment of the poor |
The CPS builds upon the achievements of the World Bank’s previous strategy with the Republic of Panama, the Interim Strategy Note (05-07), which played a crucial role in deepening the Bank’s role as a development partner in Panama. The Interim Strategy Note successfully responded to the Government’s request for support by providing significant analytical and advisory work and technical assistance for targeted poverty reduction activities.
