After more than two and a half decades of civil war, Angola reached a peace agreement in April 2002. Since then the process of demobilization and reintegration of former combatants has successfully begun, and the government has now turned its attention to challenges of post-conflict reconstruction. However, with much of both national and local infrastructure destroyed during the civil war, the challenge is enormous.
The strategy of the International Development Association (IDA), the concessional lending arm of the World Bank Group, is set out in an Interim Strategy Note (ISN) approved by IDA’s Board of Executive Directors in 2007. This ISN will continue to support activities launched under the previous strategy, but includes new lending, in addition to non-lending, analytical and advisory work. In addition to continuing assistance toward the task of rebuilding local infrastructure devastated during the civil war, IDA lending and technical assistance is supporting transparent governance and public sector capacity, providing basic services, especially for returnees, ex-combatants and other vulnerable groups, and advancing broad-based and equitable growth.

| Emergency Multisector Recovery Program (EMRP): A US$50.7 million combination grant and credit supporting the first phase of a program to help build the foundation for long-term reconstruction, economic rehabilitation, and the reestablishment of state administration throughout the country. The project addresses needs in essential health and education services, agriculture, critical infrastructure, and government capacity. | | | | 
| HIV/AIDS, Malaria, and Tuberculosis Control Project (HAMSET): A $21 million credit to help reduce the spread of HIV/AIDS, malaria, and tuberculosis in the Angolan population through a multi-sector approach that strengthens institutional capacity and increases access to and use of quality health services for prevention, diagnosis, treatment, and care and support. | | | | 
| Third Social Action Fund (FAS III): A US$55 million credit that helps to rehabilitate social and economic infrastructure in order to build human and social capital between communities, local administrations, and civil society organizations. | | | |
| Emergency Demobilization and Reintegration Program (EDRP) : A US$33 million operation to assist in the demobilization of ex-combatants and their return into civilian life, and to facilitate the reallocation of government expenditure from military to social and economic sectors. | | | | 
| Economic Management Technical Assistance Project: A $16.6 million credit to strengthen the government' s capacity to formulate sound economic analyses and implement sound policies in areas critical to the management of public resources, including poverty analysis, monitoring and evaluation systems, formulation of a sound Public Investment Program (PIP), and the establishment of a transparent and efficient public finance framework. |
