Country Assistance Strategy

The World Bank’s new Country Assistance Strategy for Benin covers the period between 2009 and 2012. It was developed taking into account the development priorities of Benin, as outlined in the 2007-2009 Poverty Reduction Strategy Paper (PRSP) of Benin (PDF). Its primary objective is to help the country face some of the key challenges it faces, including (i) an unfavorable business climate, (ii) poor infrastructure, (iii) a lack of economic competitiveness, (iv) a lack of diversification of the economy, which makes it vulnerable to exogenous shocks, and (v) low capacity for implementation.

The new strategy rests on three main pillars: accelerated growth; improving access to basic services; promoting better governance and institutional capacity building.

These priorities emerge from the diagnosis of the economic and poverty situation in Benin. They constitute the sectoral objectives and actions that the government considers essential for achieving the poverty reduction goals. These actions have been given priority in budget formulation and resource allocation.
