Background
Poverty Reduction Strategy Papers (PRSP) describe a country's macroeconomic, structural, and social policies and programs for promoting growth and reducing poverty, as well as associated external financing needs. PRSPs are prepared by governments through a participatory process that involves civil society and development partners, including the World Bank and the International Monetary Fund (IMF).
Poverty Reduction Strategy Papers provide the basis for World Bank and IMF assistance as well as debt relief under the HIPC (Heavily Indebted Poor Countries) Initiative. PRSPs should be country-driven, comprehensive, partnership-oriented, and participatory. A country only needs to write a PRSP every three years; however, changes can be made to the content of a PRSP using an Annual Progress Report .
Profile of the Burundi PRSP
The full Poverty Reduction Strategy Paper (PRSP), which built on the Interim PRSP (2003), was published by the Government of Burundi in September 2006. A Joint Staff Assessment was conducted in March 2007. The full PRSP aims to strengthen political stability, consolidate peace, and reduce poverty through accelerated, sustainable, and equitable growth. The strategic objectives reflect the post conflict political and socioeconomic situation of Burundi. They are:
Improve governance and security.
Achieve equitable and sustainable growth.
Develop human capital by improving the quality of social services.
Reinforce the fight against HIV/AIDS.
The full PRSP was prepared through a broad based participatory process. Efforts were made to ensure comprehensive participation across all 17 provinces and sectors. All development stakeholders including vulnerable groups, community organizations, the private sector, and civil society participated. The consultative process was also directed at putting in place a comprehensive system for monitoring and evaluating the PRSP, based on the MDGs and Burundi’s Development Vision 2025.
