The Multi-Country HIV/AIDS Program (MAP)

In September of 2000, the World Bank approved the US$500 Million Multi-Country HIV/AIDS Program (MAP). For Africa, the MAP represents a region-wide  commitment by the World Bank to strengthen the response to the epidemic. The funds have been committed to individual HIV/AIDS projects developed by countries, using standard IDA credit agreements.
The first two countries to benefit from the program were Ethiopia and Kenya, whose projects were approved as part of the MAP. These countries received US$59.7 million and US$50 million, respectively, in soft loans from the International Development Association (IDA). Since 2000, the Bank has begun supporting many other countries under the MAP.  | The MAP significantly increase access to HIV/AIDS prevention, care, and treatment programs, particularly by vulnerable groups - youth, women of childbearing age, and groups at high risk for the Africa Region . The program, which is currently in its second phase (MAP II), develops comprehensive multi-sectoral strategic plans. It endorsed the principle of public/private partnerships to implement the national strategies, and assume overall program coordination. Each individual country project operation has their own specific development objectives, but provide the basis for this program.
In collaboration with other members of the International Partnership Against AIDS in Africa (IPAA), the program for Ethiopia finances the Government's HIV/AIDS strategic plan, that includes support for capacity building within, both private, and government agencies. Prevention, care, and treatment activities is also financed, to expand the public multi-sectoral response of civil society, and communities to the AIDS .Â

 | Taking On HIV/AIDS in Africa (read the full article) The World Bank and UNAIDS estimate that approximately $3 billion is needed every year to fund basic prevention, care and treatment programs across the continent. As in MAP I, MAP II will provide support to African governments, communities, and civil society organizations for the implementation of national multisectoral HIV/AIDS strategies. Roughly half of MAP funds are allocated directly for use by communities and civil society.
A key feature of MAP II will be its support for a pilot program to use anti-retroviral therapy (ART) in Senegal. The Bank expects other countries will also begin using MAP support for ART pilots as conditions permit. |
