Guidance Note on Disbursement for HIV/AIDS Programs January 2006 This booklet explains the disbursement procedures for HIV/AIDS projects, designed to get funds quickly and simply to beneficiary groups, while ensuring that funds are used for the purposes intended. It covers flows of funds to National HIV/AIDS Councils, Intermediary Organizations (ministries, local governments, NGOs, private sector service providers) and Community-Level Organizations. The 1st review, in 1992, found that the 6 strategy actions from 1988 concerning economic & sector work, lending & capacity-building had been initiated with progress.
