2012 SSATP Annual Meeting
The 2012 SSATP Annual Meeting is planned to be held on December .... in Addis Ababa. The objectives of the meeting are to review progress of the on-going Second Development Plan, agree to the proposed new institutional framework for the SSATP and identify priority areas for the Third Development Plan (2014-2017).

CCTTFA Regional Workshop on CCTTFA protocols
Following the September National validation workshops in each CCTTFA member country to review, adjust and finalize the protocols, this Regional workshop aim at reviewing and confirming the final versions of the protocols. A meeting of the CCTTFA Board will follow in November in order to consider the draft protocols and the amendments to the Agreement and effect any necessary adjustments.

SSATP hosts a working session in CODATU XV
CODATU, the Cooperation for urban mobility in the developing world is holding its fifteen conference in Africa, a first after ten years, with the theme “The role of urban mobility in (re) shaping cities” and the following sub-themes: 
1. Increase the participating road safety lead agencies understanding of strengths and weaknesses of different types of Lead Agency organizations, enable benchmarking of their own lead agency relative to others, and point out initiatives that can further strengthen the performance of their own lead agency.
2. Increase the participating lead agencies understanding of processes needed for the succesful planning and implementation of results-oriented National Road Safety Action Plans.
3. Generate suggestions for issues that could be part of SSATP Development Program.

At the conclusion of the conference, the SSATP will convene a working group gathering representative from its member countries, members of the International Scientific Committee of CODATU XV and local governement representatives to discuss the urban agenda for the third development plan of SSATP, which is planned to be launched in 2014.

REC-TCC Meeting
The REC Transport Coordination Committee (REC-TCC) will meet in October 2012 in Cotonou, Benin.The objectives of the meeting are to build from cooperation between donors, RECs and corridors revived in Mombasa with the March workshop, ALCO will be the host.

More specifically, the workshop aims at:
- Adopt a common methodology for border crossing surveys and integration of results in the policy dialogue;
- Review the status of corridor performance monitoring activities across corridors and regions;
- Establish sub-regional coordination mechanisms among donors, RECs and corridors
- Building consensus on the strategic directions of trade facilitation component for a future SSATP action plan and formulating a preliminary work program for 2012 and beyond.

Seminar on monitoring road works contracts and Unit costs for enhanced governance
The seminar focused on ways for road agencies to minimize cost overruns and deliver road projects in time, the importance of a monitoring system and a data bank of standard unit rates for road works, and on the improvement of accountability and integrity of road agencies to ensure value for money in road works for the tax payer.

RONET Training for Francophone and Anglophone African countries
Part of SSATP's work program is to promote a wider application of Road Network Evaluation Tools, RONET, to its member countries and regional associations.

The objective of these training sessions is to strengthen capacities of road agencies and road funds in SSA countries in improving road asset management practices. They are also intended to contribute to reinforcing capacities of regional road associations to play an increased leadership role in fostering efficiency in the road sector. These sessions are therefore championed by ARMFA in partnership with AGEPAR and ASANRA. These arrangements seek to foster collaboration among the participating organizations with ARMFA leading the process. RONET training being demand-driven, participating countries are expected to cover their own costs, while SSATP will provide the trainer and the venue.

RONET training will complement the current SSATP work on Transport Sector Data Management Systems (TSDMS) pilots in 4 countries (Burkina Faso, Uganda, Swaziland and Zambia) as well as the African Infrastructure Knowledge Program (AIKP/AfDB) initiative on statistical capacity building in Africa.

Choke Monitoring Workshop

The SSATP launched last year a study on Choke Monitoring at Malaba, Busia and Gatuna borders along the Northern Corridor. The overall objective of the study is to improve corridor performance by putting in place monitoring arrangements that improve the efficiency of transport services, and applying agreed performance indicators. Preliminary results are available for in-depth discussion by stakeholders.

 

As a consequence, the SSATP and the Northern Corridor TTCA are convening a regional workshop on Corridor Performance Monitoring hosted by the Northern Corridor TTCA in Mombasa (Kenya), with March 29th dedicated to discussing the Choke Monitoring results. The aim for the workshop is to get the necessary feedback and recommendations to improve deliverables, and to provide guidance on finalization of the study.

SSATP National Coordinators Meeting 

The objective of the workshop will therefore be provide the national coordinators the opportunity to review SSATP’s progress towards achievement of its stated mission (to facilitate policy development and related capacity building in the transport sector) in general, to review the strengths and weakness of the current national coordination function in particular and to make recommendations on possible transformation with the aim of a “new SSATP”

The national coordinators will select a Bureau comprising Chairmen and rapporteurs to lead certain discussions and with the assistance of the facilitator, prepare a report of the proceedings including recommendations. The report will be discussed and adopted before the end of the Workshop.

Meeting of the REC-TCC
The REC Transport Coordination Committee (REC-TCC) will meet in March 2012 in Mombasa, Kenya. The SSATP Program, through the Regional Integration and Transport component, has supported Regional Economic Communities (REC) and Corridor Authorities in their endeavor to facilitate trade and promote economic development, by providing a platform for regional integration focusing on the synergies at the regional and country levels through knowledge generation, knowledge sharing, exchanging good practice among partners and raising awareness on the importance of crosscutting issues in fighting poverty. 

The main objective of the meeting is to review the progress and methodologies for performance monitoring along corridors in Sub-Sahara Africa, so as to draw lessons and guide the implementation of the SSATP Regional Integration programs in coordination with other donors and RECs programs for trade facilitation.

More specifically, the workshop aims at:

        -           Taking stock of the current developments in monitoring transport corridor performance;

-       Building consensus on the strategic directions of trade facilitation component for a future SSATP action plan and formulating a preliminary work program for 2012 and beyond.

5th African Technology Transfer Conference
The Ministries of Works and Transport in Tanzania in collaboration with the Association of Southern African National Road Agencies (ASANRA), African Road Maintenance Funds Association (ARMFA), World Road Association, US Federal Highway Administration, African Community Access Program (AFCAP) and SSATP is organizing the 5th Africa Transportation Technology Transfer (T2) Conference to be held in Arusha, Tanzania from 21st to 25th November 2011. The Conference theme is “Developing Safe, Reliable and Sustainable Transportation Systems for Socio-Economic Development in Africa”, with the following objectives:
a) To promote technology transfer for developing sustainable transportation systems in Africa.
b) To provide a forum for exchange of knowledge and experience on good practices and innovative solutions in the development and management of integrated transportation systems.
c) To promote establishment and operations of Technology Transfer Centres as a means for facilitating effective technology transfer in the transport sector.

The T2 Conference format includes technical presentations, short courses / workshops, exhibition of products, technologies and services. In response to stakeholders’ interest the conference organizers have also planned to hold dissemination workshops for Public Private Partnerships (PPP) in road projects and RONET application in Road Asset Management. The SSATP will sponsor two workshops based on the toolkits for PPP in Roads and Highways (2009) (www.ppiaf.org) and RONET version 2.0 (2009) model (www.ssatp.org). The workshops target group will be roads and transport sector stakeholders in African countries, mainly experienced operational staff from governmental agencies and institutions, regional associations and also representatives from academia and the private sector

The Second African Road Safety Conference
UNECA and the Federal Democratic Republic of Ethiopia, in collaboration with the African Union Commission (AUC), the African Development Bank (AfDB), the International Road Federation (IRF), the WB, and SSATP, are organizing the Second Road Safety Conference to prepare an African Plan of Action for the Decade.The Objective of the Conference is to examine and validate the road map towards the development, by Member Countries, of National Road Safety policies and action plans needed to guide the implementation of the Decade of Action, by all, throughout the Continent.

Workshop on Transport and Trade Facilitation in West Africa
SSATP has initiated a program covering several major corridors in Sub-Saharan Africa, which aims to provide the tools needed to conduct the dialogue for the definition and implementation of policies facilitating transport and trade along these corridors. This program was developed with financial support from the Trade Facilitation Facility (TFF), in response to a request made by the Corridor authorities and the Regional Economic Communities (RECs).The overall objective of the workshop is to develop Action Plans with all of the relevant stakeholders for:
- The establishment of transport observatories for West African corridors,
- Supporting the facilitation program, including the reform of the road transport sector

Learning Workshop on Integrated Mobility Planning
The 5 day learning workshop is being held in Lagos, Nigeria from 311sth May to 4th June, 2011. This workshop aims at developing leadership capabilities in urban mobility planning. It seeks to create an awareness of what integrated mobility planning involves, what are its different components and how it needs to be undertaken. It will use a "hands on" learning technique, making generous use of case studies, exercises and group discussions all aimed at highlighting linkages between the different components of the urban transport system.

Among the topics covered would be strategic planning, alternatives analysis, financing, regulation, as well as social and environmental concerns: English - French

Framework Workshop

The Validation Workshop on the Review of Africa’s Legal Instruments on

trafe and Transport Facilitation was held in Addis Ababa, Ethiopia from 9

11 November 2010. The objectives of the workshop were: (i) to review and

update the compendium published by SSATP in 2004 of all relevant trade

and transport facilitation legal instruments; (ii) to analyze the scope of the

review and; (iii) to validate the approach on the structure of the review and

the way forward.

Make Roads Safe Africa Conference/Road Safety Seminar
Hosted jointly by the Commission for Global Road Safety 's Make Roads Safe campaign along with the UN Economic Commission for Africa (UNECA), the Automobile Association of Tanzania and the World Bank Global Road Safety Facility, the conference will review progress on improving road safety in Africa and examine how African countries and institutions might implement a "Decade of Action " for road safety.
It will be followed by a two day UNECA workshop on developing road safety national plans and targets.

Introduction to Public Transport Service and Operations Planning
