Flags of SSATP Donors -- 2007The Second Development Plan (DP2) 2008-2011 was formulated with the full participation of SSATP member countries, regional organizations and donors, in order to effectively address the role of transport in the war against poverty. Bilateral and multilateral donors agreed to support the four-year development plan. The SSATP donors provide funds through a comprehensive support multi-donor trust fund (MDTF), stand alone trust funds and direct contribution, with the objective of supporting the implementation of the DP2 through yearly Work Programs.

The committed and potential donors include the European Commission (EC ) - the main contributor to the MDTF, Sweden, Norway, Denmark, United Kingdom, Ireland, France, the Islamic Development Bank and the African Development Bank. TP's Work Program. The World Bank also contributes to the funding and administers the Program. UNECA and SSATP member countries contribute with their expert's time and logistical support.

All decisions on allocation of funding are subject to an oversight of the Executive Board on which UNECA, the World Bank, the African Development Bank, the Regional Economic Communities and the private sector have a representative. All accounts are published annually in a formal report submitted to the Program's Annual General Meeting consisting of all Program partners. Trust Fund provisions are released by partners in annual tranches, conditional not only upon proper accounting decisions and records, but also upon the delivery of actual results.
