RMF Partners

SSATP is a demand-driven transport policy program and its effectiveness depends very much on the level of involvement of its partners in identifying priority activities. Under the SSATP/RMF activities, partnership is promoted mainly through developing and implementing partnership work programs with two regional sectoral organizations:

Established in 2003, ARMFA's main objective is promotion of second generation road funds. ARMFA provides the African Road Maintenance Funds their own platform for consultation and knowledge sharing and includes 20 members out of the 24 active road funds in Sub-Saharan Africa (SSA). Formally known as the Association des Directeurs Africains de la Route, ADAR became AGEPAR in 2003 and its main objective is to enhance road management efficiency in SSA through sharing knowledge and experiences. AGEPAR includes around 20 members, mainly from Central and West Africa. AGEPAR's recent focus is the adaptation of performance based contracts for road maintenance to SSA countries' needs and contexts.

SSATP is also developing its relations with the Association of Southern African National Road Agencies, ASANRA. ASANRA is established in 2001 and regroups road agencies of the Southern Africa Development Community (SADC) member states. Promoting integration of AGEPAR with ASANRA is a priority agreed by all stakeholders, and a key outcome is the beginning of bridge-building between the previously separated communities of Anglophone and Francophone practitioners.
