Overview of The Africa Program for Education Impact Evaluation 

Education Impact Evaluation ProgramThe Africa Program for Education Impact Evaluation seeks to build in-country capacity to develop and implement rigorous evaluation of policy interventions to improve schooling outcomes, particularly students’ learning achievement. The objective is to provide policy makers with solid evidence to shape education programs and position them to deliver results on the ground. The Program is designed as a collaborative effort involving the participating national teams, World Bank staff and consultants, and impact evaluation experts from research and academic institutions including the Abdul Latif Jameel Poverty Action Lab (J-Pal) at the Massachusetts Institute of Technology. This collaboration builds on existing relationships and will be sustained throughout the length of the Program through shared work among the various parties, regular meetings (including via video/audio conferencing), and cross-country workshops. This approach will ensure that the activities under this Program will not only fit within the education sector priorities and institutional setting of each country, but will also benefit from the best possible technical inputs.

Objectives of the Workshop

The aim of this workshop is to:

  • Present a thorough “hands-on” understanding of the methodology used in impact evaluation.
  • Provide practical tools for the operational, logistical, and budget challenges of conducting an impact evaluation, based on the accumulated international experiences with impact evaluation in education in both developed and developing countries.
  • Identify lead researchers to provide technical advice for the initial design of the program as well as continued support and expertise throughout implementation.
  • Utilize group clinics to develop an initial design and work plan for an education impact evaluation in each participating country, including organizational and budget arrangements. The plan would then be a basis for preparing an application for funding (e.g., the EPDF-Africa) to finance technical support to the national team, data collection, data analysis and report writing.
