Capacity Development Management Plan (CDMAP)

  AFRPG anchored the preparation of Capacity Development Management Plan (CDMAP) in September 2005-July 2006. The CDMAP is the organizing framework for the Bank’s support to capacity development in Africa and is primarily an implementation plan for the capacity development components of the Africa Action Plan (AAP). The Plan builds on the recommendations of the Bank’s task force on capacity development in Africa in its report, “ Building Effective States, Forging Engaged Societies” www.worldbank.org/afr/acdtf.

The primary focus of the CDMAP was endorsed by the Board at an Informal Meeting on September 5, 2006 is for the Bank Group to contribute to 6 specific capacity outcomes in Africa as follows:

  • Public financial management systems to be more reliable and accountable.
  • Public services to be delivered more effectively.
  • Skills to support growth and competitiveness to be more appropriate and of higher
  • Quality.
  • Essential services in post-conflict countries to be delivered more effectively.
  • Management and monitoring for results to be more effective through country
  • Leadership.
  • The Bank to achieve greater effectiveness and capacity development results.

Since December 2006, the CDMAP is located in the Africa Region Operational Quality Department (AFTQK).
