Capacity Development for Growth, Service Delivery, Empowerment, and Security in Africa

This report summarizes progress in the work of the operational taskforce on capacity development in Africa led by Callisto Madavo. The work of the taskforce was launched in response to the pressing need for scaling up and enhancing the effectiveness of capacity development efforts in Africa. The overarching objective of this work is to revisit the compact between African stakeholders and the donor community as originally developed around the principles of the Partnership for African Capacity Building (PACT) -- in the light of contextual changes and experience since the PACT was launched in the mid-1990's. These principles include the commitment of African leaders and their development partners to address capacity constraints more systematically through a frank and comprehensive assessment, support for homegrown strategies for capacity development, and the evolution of donor aid modalities and practices in ways that support the development rather than hinder the enhancement of country capacities.
