Africa Capacity Development Operational Task Force

Capacity Development remains a binding constraint to development despite substantial donor support and concerted developing country efforts. Implementing successfully Poverty Reduction Strategy Programs and achieving the Millennium Development Goals underscores the need for stronger institutions in Africa.

Intensified scrutiny of traditional approaches points to the importance of going beyond the supply of training and technical cooperation towards a focus on demand and incentives for the retention and effective utilization of capacity. In parallel, there is a growing list of promising new approaches in public expenditure accountability, frontline service delivery, concrete results at the sectoral level and regional partnerships. More....
