Strategic Sectoral Social and Environmental Assessment of Power Options in Nile Equatorial Lakes (SSEA)

The NEL region includes: Burundi, Democratic Republic of Congo (DRC), Kenya, Tanzania, Uganda, and Rwanda. Two of them are among the five poorest countries in the world, and none has a GNP per capita of more than US$350.

While the NEL region is relatively water rich, high rainfall variability and endemic floods and droughts make these countries highly vulnerable to climate-related shocks. Their economies are dependent on rain-fed agriculture and subsistence farming. There is not much industrialization, very little infrastructure, high population growth and high poverty levels. Only about 5-10 percent of the population has access to electricity.

Overview

The Nile Equatorial Lakes Subsidiary Action Program (NELSAP) is an investment program under the Nile Basin Initiative (NBI). Its mission is to help reduce poverty, promote economic growth, and reverse environmental degradation. Participating countries are Burundi, Democratic Republic of Congo (DRC), Egypt, Kenya, Rwanda, Sudan, Tanzania, and Uganda.

NELSAP promotes and oversees the implementation of jointly identified cooperative inter-country and in-country projects related to the common use of the Nile Basin water resources. NELSAP programs fall under two broad program areas: Natural Resources Management and Development and Power Development and Trade.
