Guidelines Finalized to Ensure that All Oil Fields in Chad

Comply with EMP Principles of Doba Basin Oil Fields

 

The Chad Cameroon Pipeline Project’s Loan and Project Agreements stipulate that “The Borrower [Government of Chad] shall ensure that any oil developed outside the Doba Basin Oil Fields which is proposed to be transported through any part of the Transportation System in Chad is developed in accordance with the principles set forth in the EMP [Environmental Management Plan] with respect to environmental analysis and protection, consultation, information disclosure, resettlement and compensation and with the equivalent legal and administrative approval processes and information disclosure as applied with respect to the oil developed in the Doba Basin Oil Fields.”

 

Since the "principles set forth in the EMP" are not clearly outlined in the agreements, and since it was not appropriate for guidelines, laws and regulations of the Government of Chad to make reference to internal World Bank policies, the guidelines below were prepared to allow users of the Pipeline to be in compliance with the conditions set down in the various agreements. 

 

These guidelines will apply to all developers of new oilfields who propose to transport oil through any part of the Chad-Cameroon Pipeline, and are an intermediate step towards incorporating the EMP Principles of the Chad Export Project into the laws and regulations of the Government of Chad.
