Liberia’s Joint Country Assistance Strategy, prepared with the African Development Bank and approved in March 2009, rests on three pillars: rebuilding core state functions and institutions, rehabilitating infrastructure to jump-start economic growth, and facilitating pro-poor growth, which support Liberia’s Poverty Reduction Strategy priorities.
