The World Bank’s 2007-2010 Country Assistance Strategy (CAS) for Senegal derives directly from the  Poverty Reduction Strategy Paper (PRSP) of Senegal, whose pillars are: (a) wealth creation, (b) capacity building and social services, (c) assistance to vulnerable groups, and (d) implementation of the strategy and monitoring of its outcomes.
The PRSP pushes the country’s poverty reduction agenda forward to meet the objective of raising economic growth to about 7 % per year necessary to halve poverty by 2015, in line with the targets set out in the New Partnership for Africa's Development (NEPAD) and the Millennium Development Goals (MDGs).
