Country Assistance Strategy (CAS)

The Country Assistance Strategy (CAS) is the most important World Bank document for each country. It is tailored to the needs and circumstances of each country and lays down the Bank Group's development priorities, as well as the level and type of assistance to be provided by the Group for a period of three years.

The CAS preparation is a participatory process. Before its adoption, key element of the strategy are discussed with goverment representatives, and, to ensure the widest possible involvement, public dialogues are also held, with Internet-based discussions taking place in many countries.

However, the CAS is not a negotiated document. Any differences between the country's own agenda and the Bank's strategy are highlighted in the CAS document. A progress report is issued in the intervening year.

This Country Assistance Strategy (CAS) derives directly from the Poverty Reduction Strategy Paper (PRSP) of Senegal. The pillars of Senegal's PRSP are: (a) wealth creation, (b) capacity building and social services, (c) assistance to vulnerable groups, and (d) implementation of the strategy and monitoring of its outcomes. The CAS focuses on defining and measuring results, an essential feature in a country that has not always used its aid effectively. The main risk is the government's ability to implement programs effectively. The planned strategy seeks to reduce this risk by a public awareness campaign about the work supported by the Bank Group, with a significant role for the World Bank Institute and other Bank learning instruments. The CAS expresses results in terms of economic growth, human capital development, infrastructure development, and poverty reduction.
