UN agencies are vital partners in the development and implementation of MDTF projects. All programs submitted for MDTF financing are a part of the Governments’ (Government of National Unity or Government of Southern Sudan) development plan and budget and are consistent with the Joint Assessment Mission’s Framework for Sustained Peace, Development and Poverty Eradication. UN agencies, based on their area of specialization and comparative advantage, assist the Governments in conceptualizing projects or programs and can implement these programs with the approval of the respective Government. UN agency staff also work in teams with World Bank staff in preparing and implementing programs funded by the MDTFs.
As Administrator, the World Bank carries the sole fiduciary responsibility for the MDTFs. All proposed programs and projects for MDTF funding are appraised and reviewed by the World Bank to ensure conformity with operational and disclosure policies.
Efforts are underway to further ongoing coordination between the World Bank and UN agencies, including establishing formal arrangements for project preparation and implementation. To this end, a coordination meeting was held in Khartoum in February 2006 between the World Bank and UN agencies based in Sudan. The summary and conclusions of this meeting are available here.
