About the MDTFs

Photo by Arne Hoel, the World BankThe challenges of Sudan’s reconstruction call for an unprecedented response by the international community, both in terms of funding and in terms of coordination of the reconstruction effort. In a succession of donor meetings during the 2003-2005 period, donors agreed on the need for advance planning for, and effective coordination of, the reconstruction process as well as overall leadership of the Government of National Unity (GONU) and Government of South Sudan (GOSS). It was in this context that the MDTFs were conceived.

In order to enable effective coordination and harmonization, to preserve scarce capacity, and to enable key programs to be launched, the Government of Sudan and the Sudanese Peoples’ Liberation Movement (SPLM) requested donors to provide support through pooled trust funds. More specifically, the Wealth Sharing Protocol underlying the Comprehensive Peace Accord specified that there would be two Multi-Donor Trust Funds into which donors can pledge—one for the new Government of National Unity for war-affected areas in the North (including the Three Areas of Abyei, Blue Nile, and Kordofan), and one for South Sudan. After considering different options, the Government and the SPLM requested the World Bank to be the Administrator of both MDTFs.
