The Government of Uganda held a Consultative Group (CG) Meeting with its donor partners for the fourth time in Kampala from May 14 to 16, 2003. The Government of Uganda and the World Bank continued with the tradition of including a broad range of Ugandan officials and the donor community in Kampala to further advance the discussions initiated at the occasion of past CG Meetings in a number of key areas ranging from poverty to governance issues. A series of thematic discussions involving participation of civil society representatives, the private sector and academia were also envisaged.     "There is no untouchable in our system."
- H.E. President Museveni on his government's efforts to combat corruption. |  | The meeting was attended by H.E. President Yoweri Kaguta Museveni, who underscored the progress made by Uganda over the last years, notably in poverty reduction, the strides in primary education and combating HIV/AIDS, increased access to safe water and infrastructure development. He however, noted the need to improve access to markets and strengthened infrastructure - the rail network and the provision of utility services, especially power - as key to attracting private sector investments and to accelerate Uganda's growth performance. The key sessions concentrated on economic growth and structural transformation, consolidating good governance, post-conflict reconstruction: the case of Northern Uganda, challenges in attaining the Poverty Eradication Action Plan (PEAP and the government's Poverty Reduction Strategy) targets and the Millennium Development Goals. PEAP revisions, Population Issues, The New Partnership for Africa's Development, and partnership principles were also discussed.
