Poverty Reduction Strategy Papers (PRSP)

Background

Poverty Reduction Strategy Papers (PRSP) describe a country's macroeconomic, structural, and social policies and programs to promote growth and reduce poverty, as well as associated external financing needs. PRSPs are prepared by governments through a participatory process that involves civil society and development partners, including the World Bank and the International Monetary Fund (IMF). PRSPs provide the basis for World Bank and IMF assistance as well as debt relief under the Heavily Indebted Poor Countries Initiative. PRSPs should be country-driven, comprehensive, partnership-oriented, and participatory. For more information, please refer to the World Bank Povertynet website.

Uganda’s National Development Plan (NDP)

In 1997, Uganda was the first country to prepare a comprehensive and participatory national development strategy, thePoverty Eradication Action Plan (PEAP). It was revised and updated in 2000 (PEAP II) and 2004 (PEAP III).  PEAP III was extended for two years, to June 2010 to allow for transition into a new  plan that broadens the country’s development strategy from poverty reduction to structural transformation for growth and increased living standards. The new National Development Plan (NDP), with the theme Growth, Employment and Socio-Economic Transformation for Prosperity, covers the five-year period from July 2010 – June 2015.
