This report measures the governance performance of Cambodia and 211 other countries along six dimensions of governance. The assessment is based on indicators of perception drawn from numerous sources. Movements in rank result not only from changes in perceptions about Cambodia, but also from its performance relative to performance of other countries.
There is no significant change in Cambodia’s own performance relative to last year, notwithstanding recent actions taken to improve governance in terms of measures to improve transparency, public financial management and so on. This maybe in part because it takes time to have impact on the ground and more time to alter perceptions.
But Cambodia’s percentile rank has changed, because of changes in the performance of others. Cambodia’s ranking has improved in respect of Rule of law and Voices and Accountability, but it has also deteriorated in respect of three other areas: Government Effectiveness, Regulatory Quality and Control of Corruption. This means that other countries among the 212 have improved their performance more than Cambodia.
