Disaster risk management has gained prominence over the years with recent Country Assistance Strategies (CAS) and Country Partnership Strategies (CPS) making reference to the issue in countries exposed to disasters. This has partially been due to an unprecedented series of catastrophic events in the region, including earthquakes, oceanic disturbances, and avian influenza, as well as a growing realization that exposure to these disasters is associated with a high opportunity cost of fiscal resources that get directed to recovery and addressing the needs of vulnerable populations pushed deeper into poverty. That said, the degree to which DRM issues have systematically been integrated into country policy dialogue as developed in the CASs varies across countries, and has understandably tended to respond to individual countries’ exposure to catastrophic events. |
