Rural Investment Climate Survey

The Indonesian Rural Investment Climate Survey (RICS) is an in-depth, quantitative survey of 2549 non-farm enterprises, 2782 households and 149 communities in 6 rural Kabupaten.  Conducted in January/February 2006, the data from this survey is a valuable data resource for researchers, students, and academics interested in understanding how the investment climate affects the rural economy.

With 68% of Indonesia’s poor living in rural areas and an increasing percentage of rural earnings coming from non-farm employment, generating growth in non-farm enterprises at the district level is essential to create jobs and reduce poverty. The RIC Survey data provides the first representative snapshot of the investment climate in six different types of rural Kabupaten, allowing policymakers to identify and address the key constraints to investment and growth.

The RIC Survey is part of a Rural Investment Climate Assessment (RICA) being undertaken by the World Bank. This Assessment will provide detailed analysis of different aspects of the rural investment climate including: infrastructure, credit, labor, the diffusion of technical knowledge, marketing and competition, and local governance.  In each area the report will provide specific recommendations for both national and regional policymakers on how to improve the local investment climate.  A Consultative Draft of this report will be available from 28 June 2006, with a final report due in September 2006.

RIC SURVEY DATA

The RIC Survey included 2,782 households and 2,549 businesses from 149 communities in six geographically distinct districts:

 Labuhan Batu, North Sumatra
 Kutai, East Kalimantan
 Barru, South Sulawesi
 Malang, East Java
 Badung, Bali
 Sumbawa, NTB

It also includes 1,700 linked households and household businesses. The size of the RICS sample ensures statistical representation at the Kabupaten level. The survey includes both formal and informal businesses and examines both rural and urban areas of Kabupatens to generate comparative data.

Included in the RIC Survey are household demographic and economic characteristics, business experience, business structure (costs, sales, profits, inputs), business constraints, and community characteristics.

This covers basic household information and a detailed description of its economic activities.  Its main purpose is to find out whether the surveyed household owns and operates an enterprise, as well the basic demographic characteristics and economic activities of the household.

This questionnaire is administered to both standalone and household enterprises and covers the following areas:  (a) general information; (b) economic activities; (c) sales, expenditures, investments and assets; (d) investment climate constraints; (e) financial services; (f) export and imports; (g) infrastructure and services; (h) employment details; (i) marketing and technology; (j) conflict resolution and crime.

This will ask a group of community leaders more general questions about the environment that enterprises face.  It also enquires about facilities and characteristics of the community avoiding the need to ask such questions of all the enterprises.

To ensure consistency with RIC surveys in other countries, the questionnaires were based upon the recently completed RICS in Sri Lanka.
