The objective of the Strategic Roads Infrastructure Project for Indonesia is to improve economic competitiveness by improving the capacity and quality of strategic national roads on the islands of Java and Sumatra, improving road safety and increasing the efficiency, quality and transparency of works procurement and implementation in Indonesia's Ministry o f Public Works. The provinces where roads contracts will be located are Central Java, East Java, West Java, and Banten in Java and Lampung, Jambi and South Sumatra in Sumatra. The project has the following components: 1) Consists of: betterment of approximately 155 kilometers of urban and inter-urban roads; expansion of road capacity on approximately 85 kilometers of urban and interurban roads, including bridges; construction of approximately 55 kilometers of new urban and inter-urban roads, including bridges; construction of a new bridge of approximately 50 meters on an inter-urban road; and implementation of a performance-based contract pilot program on an approximately 110 kilometer section of the North Java Corridor. 2) Consists of: support to the Directorate of Planning of Ministry of Public Works (MPW) and the PMU in Project implementation; assistance to MPW in the design of works, pre-contract activities, supervision of construction and implementation management for sub-projects; assistance to MPW in preparation and implementation of the performance-based contract pilot program; assistance to MPW in the procurement of consultancy services and works, including in implementation of the anti-corruption action plan; and assistance to MPW in carrying out financial and technical audits on project works. 3) Consists of: (a) supporting Indonesia's overall road safety strategy; and (b) training of project staff in the application of the Project Management Manual.

This is the Second Eastern Indonesia Region Transport Project, of two complementary transport projects which are aimed at supporting economic growth, and improved social welfare in 16 provinces, and about 190 "kabupatens" and "kotas" (districts and municipalities) of the Eastern Indonesia Region. It will focus primarily on lower level links in the primary road network that are the responsibility of regional governments, and, on other regional transport assets. To this end, three project components will: 1) improve the national inter-urban roads network and provincial roads, through rehabilitation works, and replacement of bridges as needed. Rehabilitation works will also cover kabupaten roads, and improvements to road transport facilities, such as small sea ports, ferry terminals and local airports; 2) finance consulting services, and a small amount of equipment, as required to support project implementation, thus enhance the quality, and technical efficiency of the works. It also includes the provision of funds for incremental operating costs, and for conducting technical audits; and, 3) provide technical assistance and training (with emphasis on support of the ongoing decentralization process), to support the management of environmental and socio-cultural impacts of roads development in sensitive areas, the consolidation of planning, programming and budgeting processes, the continued support to implementing the road funds, in addition to the traffic and road asset monitoring systems, and, the development of the Kalimantan road network.
