Basic Education Capacity Trust Fund (BEC-TF) The BEC-TF aims to help the Government of Indonesia to achieve Millenium Development and Education for All Goals by supporting good governance in education. It will do this by working with national and local governments to improve the way finances and information are managed, so that both funds and information flow through the system more efficiently and allow better decisions to be made at all levels in this decentralized system. It will work with local governments, education offices, parliaments, education boards, and representatives of school committees and head teachers who will all have improved access to the information they need to be able to perform their duties better, and the knowledge and skills to use this information in the planning, management and monitoring of education service delivery. Funded by the Netherlands Government (EUR 22 million) and the European Commission (EUR 17 million), this program is managed by the World Bank and runs from 2007-2012. It aims to support the Government of Indonesia’s Education Reform agenda and also to prepare the ground and conditions to be met for a major sector wide investment program from 2009 onwards. The BEC-TF focuses on three main areas, using a combination of technical assistance, training, and grants to local governments: - Supporting the Government-led Thematic Education Dialogue forum to conduct policy analysis, engage in policy dialogue with stake holders and development partners, and maintain an overview of the education sector as a whole;
- Improving governance and efficient resource use through increased transparency, accountability, improved budget processes and performance based financing, improved financial management and accounting, especially in local governments;
- Strengthening capacity of the existing information and performance assessment system so that better, more timely information can be used by stakeholders at all levels.
Total Funding: €39,000,000. The program started since June 2007 until December 2012 Dutch Education Support Program (DESP) 2006-2011 Funded by the Dutch Government, the DESP is a Trust Fund which is available to the Government of Indonesia for developing policies and programs that will enable it to achieve the main goals of the education strategic plan (RENSTRA) which are: - Improve access to quality education, especially for the poor
- Improve the quality and relevance of education and training for teachers
- Improve governance and service delivery, particularly in a decentralized context
Under this Trust Fund, the World Bank will conduct a number of studies to examine how to improve the quality of education through effective teacher management; how to increase the use of Information Communication Technology (ICT) in schools; how to improve governance, accountability and capacity at district level; how to strengthen schools and communities so that they can assist in education service delivery; how to improve the ffectiveness of monitoring and evaluation systems for education programs. In 2008, an additional $20 million was added to the trust fund to conduct activities designed to support the BOS-KITA program. Key activities include: - Independent monitoring,
- Development of a complaint handling mechanism,
- Capacity development on monitoring and evaluation,
- A social marketing and information campaign study,
- A school based management study, and
- Nation-wide training to schools, school committees and communities on BOS and school based management.
Total Funding: US$ 11,132,800. The program started since July 2006 – September 2011 Upcoming World Bank Programs Systems Improvement through Sector Wide Approaches (SISWA) Siswa in Bahasa Indonesia means ‘student’, and is a GoI basic education development framework in line with the medium term sector plan (RENSTRA) that is under finalization. The GoI SISWA framework covers key strategies and programs to improve access and quality of basic education under Ministry of National Education, Ministry of Religious Affairs, and Ministry of Home Affairs. It also provides a coherent policy framework for various donors support. By bringing development assistance under Government leadership to fund its own programs, SISWA will allow a much more harmonized approach which will strengthen the Government’s decentralized system by working through it. One key focus of the planned program under SISWA aims to help districts provide access to better quality education through strengthening performance management and information systems, and providing performance based grants to districts. Districts will also be given access to more and better information on how to improve education service provision, so that not only will they spend loans and grants more effectively, but also their own funds. Starting in 2010, SISWA will include a World Bank (IBRD) loan as well as grants from several development partners, and marks a new phase in education development assistance in Indonesia. | EISWA Project (Expected Effectiveness January 2010) | | Expecyed Total Project Cost | US$ 325 million | | More details at our Project Database | Life Skills Education for Employment and Entrepreneurship (LSE3) LSE3 is being prepared by the Directorate General of Nonformal and Informal education with assistance from the World Bank, and aims to provide disadvantaged, out of school, youth who are in critical need of interventions with a‘second chance’ so that they can access and attain relevant market oriented skills training and be on a pathway to employment and out of poverty. World Bank will be assisting in scaling up promising ‘education for employment’ initiatives in LSE3, as evidenced through the best practices of three forerunner projects – EYE (Education for Youth Employment), KPP (Kursus Para Profesi), and KWD (Kursus Wirausaha Desa). LSE3 will work to strengthen and improve Non Formal and Informal Education service delivery and quality assurance mechanisms, and to enhance opportunities for youth entrepreneurship and self-employment.
