JAKARTA, 8 August 2008 – Though the program suffered many procurement and financial delays, recent progress helped build momentum and achieve a number of objectives over the past several months. Since the first program disbursements in April 2008, a total of IDR 36.6 billion (US$ 4,015,478) in disbursements currently fund local projects, with an additional IDR 527.8 billion (US$ 57,866,523) to be disbursed across the rest of 2008. Each sub-district project received between IDR 500 million and 1 billion, while each district-level project received between IDR 2 and 5 billion. The amount is based on population. The project has 30 consultants at the provincial level, 306 consultants at the district level (6 consultants per district, with a specific focus on: health, education, infrastructure, procurement, financial management, and private sector development), 186 facilitators at the sub-district level, 487 (estimated) assistant sub-district facilitators, and 4,878 facilitators at the village level.
Across all project locations, local government shows its support for Daerah Tertinggal in many ways. Technical agencies from the health, education, and public works sector are actively involved in the planning process. Many government budget committees exceed the designated amount for local government budget support (3% of budget), with some governments providing 10% of their budget to support the program. The Regional People’s Legislative Assemblies (DPRD) currently seeks to become more involved, and the government is coordinating with program consultants in regular coordination meetings.


The program’s work in Aceh serves as an example for potential replication throughout Eastern Indonesia. PNPM Mandiri Daerah Tertinggal’s Economic Governance in Aceh program, includes “One Stop Shop” licensing centers, regulatory reform tools, and public-private forums. In the coming months, the EGA program will conduct licensing assessments of the five participating districts, as well as a province-wide governance and regulatory survey for all districts in Aceh. The partnership with LGSP focuses on strengthening the capacity of district governments to manage the public consultation process (Musrenbang) and to link these plans to sector budgeting processes, by providing specialized training that incorporates Daerah Tertinggal’s-facilitated bottom-up planning process with a sub-district forum (Forum Antar Desa, FAD) and the private sector to identify and prioritize community reconstruction needs.
