Education Sector Assessment Workshop (ESA)

The Government of Indonesia is holding the ‘Education Sector Assessment’ (ESA) to form the analytical base for the formulation of a strategically pertinent and focused medium term education sector strategy, or “RENSTRA” (2010-2014) which will be prepared jointly by the Ministry of National Education (MoNE) and the Ministry of Religious Affairs (MoRA) with support and guidance from the Ministry of Planning (BAPPENAS).

The first ESA preparation workshops were held in May and July 2008 and have identified 8 topics and the accompanying research questions. The issues and the detailed research questions are outlined in Annex A.

National and international experts have since been invited to prepare papers and policy notes to address these key sector issues.

Scope of the workshop
The ESA workshop will present the draft papers on each of the eight key themes, i.e.:

  • Improving the match between skills demanded by the labor market and produced by the education system
  • Non formal education: Scoping and refocusing the system
  • Compulsory basic education: Provision, reaching the un-reached and expanding coverage
  • National examinations
  • Teacher management: Employment and deployment
  • Teacher management: Quality and certification
  • Education sector financing: Fiscal reform and public-private partnerships
  • Higher education

Output
The outputs of the workshop are as follows

  • Dissemination of sector knowledge and information about the education sector assessment.
  • Synthesis papers on each of the key issues mentioned above
  • Consensus building on sector issues, priorities, and investment strategies.
