Background / General Objectives
On May 27, 2006, a massive earthquake struck the south-central coast of Java, killing 5,744 people and severely damaging infrastructure. In districts across Yogyakarta and Central Java, 350,000 houses were damaged beyond repair. Beyond housing, damage and losses to businesses in the productive sector were considerable, impacting about 116,000 livelihoods.

The GoI’s National Action Plan for Reconstruction and Rehabilitation is firmly based on principles of sustainable development. The Plan clearly divides reconstruction and rehabilitation activities into housing recovery, infrastructure restoration and economic revitalization. In line with the Plan, one year after the earthquake the main focus of activities was expected to shift to the revitalization of the regional economy and livelihood. Specific intervention in sectors and variations in districts that have not received support until now or have recovered to a lesser degree have been identified by the national and local authorities.

The priorities include: (a) recovery of industry and service sectors with a focus on small-scale industry, agriculture and tourism; (b) recovery of the financial service delivery to improve access to finance for Small and Medium Enterprises (SMEs); (c) recovery of market access for earthquake-affected SMEs; and, (d) sustainable natural resource management in anticipation of increased environmental exploitation.

The proposed projects are fully in line with the above priorities. All activities are implemented in consultation with Indonesian government institutions at the local, provincial and national level. All implementing and operating guidelines for reconstruction and rehabilitation projects and all activities are planned in coordination with local governments to specify geographic locations and sectors for assistance. Support measures are implemented in close cooperation with local government partners in order to achieve synergies and make best practices available, while avoiding duplication of efforts.

The World Bank requires a short-term consultant with project management and financial sector experiences to assist in the preparation and implementation activities of the projects.

Specific Responsibilities
The consultant is expected to be actively engaged as part of the Financial Sector team in project preparation and supervision. The scope of the consultancy is to contribute to the overall implementation of the project activities and his/her responsibilities are as follows:

  • Function as a field-based focal person, coordinating closely with the implementing agencies and the government on all issues relating to project preparation and supervision.
  • Provide intellectual and operational input to the FS team, and as requested by the Task Team Leader, advise the FS team on all project implementation issues.
  • Work closely with officials of the JRF Secretariat and contribute to overall dialogue on matters relating to achievement of project development objectives.
  • Oversee the quality of deliverables for each project component, thereby contributing to the overall project output.
  • Monitor the implementation of the projects to ensure the quality and effectiveness of the activities being undertaken.
  • Conduct research and information gathering activities related to the project implementation plan for each project components.
  • Work closely with procurement, disbursement, financial management, social and environment colleagues to resolve issues that may impact implementation success.
  • Provide strong mission (visits by Washington staff as well as technical assistance providers) support by arranging meetings, following up on data needs and follow up support at the conclusion of and following the mission.
  • Actively engage in monitoring, mid-term review and final evaluation of the project.
  • Translate project related documents if necessary.

Outputs
The consultant shall provide monthly project status report and a semi-annual report outlining major issues and recommendations. All reports will be in English.



Reporting
The selected candidate will be working closely with the Financial Sector unit (FS) and reporting to its Task Team Leader in Washington DC.

The person will be located in Yogyakarta, with frequent travel to districts in Yogyakarta and Central Java and periodically to Jakarta (as needed).

Selection Criteria

  • Master’s degree, preferably in social science, administration, economics, finance or alternatively, combination of related education and professional experience.
  • Minimum 5 years of relevant experience, preferably in project facilitation and monitoring evaluation activities.
  • Experience is microfinance and access to finance issues.
  • Experience working in International and/or local NGOs.
  • Excellent oral and communication skills; fluency in English and intermediate level of Javanese is preferred.
  • Prior experience in government relations (expectation management, develop understanding/buy in of government officials) will be an advantage.
