Kecamatan Mutiara, 6 February 2008— In August 2006 the Government of Indonesia (GOI) launched its flagship poverty reduction program—National Program for Community Empowerment or Program Nasional Pemberdayaan Masyarakat (PNPM)—a nationwide community development program aimed at eliminating poverty. PNPM developed as a single framework for all community-driven development programs across Indonesia, gradually consolidating scattered and often overlapping programs across sectors.
Linked under the PNPM umbrella, PNPM Daerah Tertinggal and PNPM Rural have developed informal means of collaboration (meetings), as well as more formal integration (proposals sharing for funding).
In Aceh Pidie, local actors from both teams frequent each other’s meetings to receive updates and share findings. At these meetings, Daerah Tertinggal District Management Consultants (DMC) receive a list of PNPM Rural sub-district facilitators. The Daerah Tertinggal team meets with these facilitators to review a list of proposals that were prioritized by the community, but were not funded by PNPM Rural. Unfunded PNPM Rural proposals that prove eligible for PNPM Mandiri Daerah Tertinggal and are approved by the technical review team will be accepted for consideration for the Daerah Tertinggal cycle.
Regarding the significant number of other programs in the area, both through the government and other groups, strong government support and involvement helps avoid duplication of efforts. In Aceh Pidie, the Bupati (head of district) regularly meets with each group to clarify and divide responsibilities among the government and non-governmental organizations.
