World Bank Public Consultation "A New Instrument to Advance Development Effectiveness: Program-for-Results Lending"

P4R logoTo respond to changing development needs and demand from client countries, the World Bank is proposing a new Program-for-Results (P4R) lending instrument. P4R would focus Bank support directly on government development programs and link financing to the achievement of results. To inform the design of the P4R, the World Bank is consulting with a broad range of governments, development partners, civil society organizations, private sector, academics and other stakeholders all over the world.

As part of consulting process, World Bank Tokyo Office will organize a public Consultation "A New Instrument to Advance Development Effectiveness: Program-for-Results Lending" upon the forthcoming visit by Mr. Joachim von Amsberg, World Bank Vice President, Operations Policy and Country Services (OPCS) to explain the overall concept of P4R and to gather input and suggestions on the proposed new results based lending instrument. To provide a basis for the discussion, the Program-for-Results concept note, which outlines the objectives and pillars of the proposed approach, is available online at www.worldbank.org/P4R. The consultation will provide an opportunity for stakeholders to discuss first-hand how the World Bank Group can improve the design of this instrument. The comments and recommendations collected will be used to inform the further development of the new instrument.

Profile

Joachim von AmsbergJoachim von Amsberg took over as Vice President, Operations Policy and Country Services on July 1, 2010. Previously, he was the World Bank Country Directors for Indonesia and the Philippines. Earlier, he worked on World Bank supported environmental programs and policy studies for Argentina, Chile, Paraguay, and Egypt. He worked for many years on Brazil where he moved from the role of a sector economist in urban environment and infrastructure, to country economist in the Brasilia country office (focusing on land reform, poverty reduction strategies and policies), and then to Lead Economist and Anchor for Brazil at the World Bank Headquarters. Joachim has a Ph.D. in Finance and Economic Policy (Environment and Natural Resource Economics) from the University of British Columbia, Vancouver, Canada, completed in 1993; an M.S. in Electrical Engineering from the Technische Universitaet Berlin, Germany, completed in 1991; and an M.B.A. major in Finance from the University of British Columbia, Vancouver, Canada, completed in 1990.
