Consultative Group Meeting for Vietnam, Hanoi, December 2-3, 2003

The Consultative Group (CG) for Vietnam held last year's meeting on December 2-3, 2003 in Hanoi, Vietnam. The focus of this meeting was on the following topics:

(i) Review of progress in socio-economic development 2001-2003 and on the implementation of the Comprehensive Poverty Reduction and Growth Strategy (CPRGS).

(ii) Enterprises - competitiveness and effectiveness in the Vietnamese economy.

(iii) HIV/AIDS, a social and economic challenge.

(iv) Progress on improving ODA effectiveness and reducing transaction costs.

A separate Vietnam Business Forum with private investors -- domestic and foreign -- will be held on December 1 in Hanoi, organized by the World Bank Group's private sector arm -- the International Finance Corporation in cooperation with Ministry of Planning and Investment.

The Consultative Group for Vietnam consists of participants from the Government of Vietnam and representatives of about 50 bilateral and multilateral donors to Vietnam. The Government delegation will be led by Deputy Prime Minister Vu Khoan, and will include senior representatives from key ministries and governmental bodies, including the Ministry of Planning and Investment, Ministry of Finance, and the State Bank of Vietnam. The Chairmen of the CG are Messrs. Vo Hong Phuc, Minsiter of Planning and Investment, and Klaus Rohland, Country Director of the World Bank in Vietnam.

The Consultative Group meetings provides a forum for a frank discussion of the opportunities and challenges facing Vietnam. They have become a critical forum for discussions on policies and partnerships between the donor community and the Government of Vietnam. The Tenth Consultative Group Meeting for Vietnam was held in Hanoi on December 10-11, 2002 where donor countries and international development organizations indicated around $2.5 billion in support of Vietnam's poverty reduction and development agenda.
