VACANCY ANNOUNCEMENT Private Sector Development Specialist (Based in Hanoi, two years term appointment) (Position Code: EASFP)  The World Bank Office in Hanoi seeks a Vietnamese National Specialist to support the Private Sector Development (PSD) work. The selected candidate will be a member of the Finance & Private Sector team of the Poverty Reduction & Economic Management unit of the East Asia & Pacific Region and report to the Finance & Private Sector Coordinator based in the Hanoi office. The selected candidate should have strong analytical skills and understanding of the private sector to help assess the sector’s current performance and analyze critical issues for PSD such as: state-owned enterprise (SOE) reform; corporate finance, governance and management; policy and legal issues related to firm entry and exit; contract enforcement and dispute resolution; competition policy and promotion of a level-playing field between the state and private enterprises; and private sector access to land and finance. The appointment, at level GF, will initially be for a two year fixed-term with possibility of extension, located in Hanoi office of the World Bank, starting in January 2007. Occasional travel to other parts of Vietnam for a few days at a time, would be required. Detail Term of Reference (TORs) of the vacancy can be found here  MINIMUM QUALIFICATIONS AND EXPERIENCE The ideal candidate will have a Master's degree or above in Economics, Financial Economics, Business Administration, Law or related discipline. At least 5 years’ professional work experience, either in the private sector or on related issues in the public sector with a strong understanding of the private sector in Vietnam is required. Proven experience in conducting research and analysis of private sector issues. Preference will be given to candidates with operational / project management experience, and / or policy research experience. Practical knowledge and experience of World Bank operational procedures and/or those of other international and bilateral development agencies would be a distinct advantage. Strong analytical skills, the ability to address issues at both a broad, strategic level as well as at the implementation level; Good knowledge of investment climate and business issues in general and detailed knowledge of the Vietnamese business environment; Good initiative to follow-up or proactively seek out and verify information; Strong dialogue skills to enable effective communication with a wide range of parties from senior government officers to entrepreneurs of micro-sized firms; Familiarity with operations and procedures of the Vietnamese public sector, preferably with first-hand public sector experience; Well-developed interpersonal and team working skills; Fluency in the English language, in addition to a native command of Vietnamese, with excellent communication skills both verbal and in written, including proven skills in report-writing. Strong computer and information technology skills are also desirable.
