The Carbon Finance Assist Technical Assistance program is a multi-donor technical assistance program managed by the World Bank, dedicated to enhance capacity in developing countries in climate change and carbon finance so as to enable them to effectively participate in the carbon market. The objective of the program for Vietnam was to provide assistance to various sectors to scope out potential Clean Development Mechanism (CDM) opportunities that can result in sector-wide changes in greenhouse gas emissions. The program was intended to help in the identification of opportunities through an assessment of climate change mitigation potential, challenges and risks and further developing key options into preliminary program ideas.
This work was carried out in Vietnam over about a year's time and was completed in June 2009. The bulk of the analysis was carried out by consulting firms Full Advantage and RCEE in collaboration with Bank technical experts and Ministry of Natural Resources and Environment (MoNRE). The results included promotional material for CDM program ideas which are summarized in five sector-specific pamphlets. These sectors are the following: agriculture and forestry, energy resources and electricity generation, industry, transport and waste. Detailed background technical reports for each of these sectors were also prepared by the consultants. All of these reports and publications can be downloaded here.

Within the Bank the work was managed by John Morton in collaboration with a larger team, including Douglas J. Graham, Environment Country Sector Coordinator, Ly Vu, Giang Thanh Huong Le, Nina Queen and Teri Nachazel.
