Rural, Environment, & Social Development Strategies for the Europe and Central Asia Region

Drawing on the experience of the World Bank , this study proposes a strategy for assisting the rural, environmental and social development of Eastern Europe and Central Asia. It is intended to invite discussion and suggestions for improvement of the Bank's strategies.The strategy proposes continued support for market-based policy and institutional reforms, and for investment in infrastructure and other public goods which improve the enabling environment for growth.There are two important changes in approach: first, consistent with the Bank's development agenda, the future strategy focuses more on poverty reduction and equitable and sustainable growth than in the past. Second, it focuses more on lower income countries, and on countries with the largest numbers of poor people.The strategy gives much more prominence to social development issues, including improved governance and transparency, and participatory decentralized approaches to rural, environment and natural resource management.
