A Client-Focused Organization
The World Bank Europe and Central Asia (ECA) Vice Presidency is organized in a matrix structure comprising six Country Units, two stand-alone Country Offices and six Sector Units.
Four of the Country Units are located in client countries – in Almaty, Kyiv, Warsaw and Zagreb – with a small representative ‘anchor’ function based in the Washington headquarters. The Bank's office in Brussels coordinates its work with the European Commission on EU accession issues, and on rebuilding South-Eastern Europe.
The Directors of the Country Teams and Country Offices are the Bank’s main interlocutors with client countries, including the Government counterpart authorities and agencies. Country Directors have the ultimate responsibility for the formulation and delivery of the Country Assistance Strategy (CAS) or Country Partnership Strategy (CPS) and associated budget, for each country program. In the design and implementation of their programs, Country Directors draw upon the expertise of the operational staff in the Sector Units in agreement with the Sector Directors. They form Program Teams to deliver the loans and non-lending services required by the CAS and CPS. These teams are led by Program Team Leaders, who typically are the main interface with clients and partners on sectoral issues in a country. Within Sector Units, there are loose “clusters” of staff working in areas of specialty. Procurement staff are distributed among the Sector Units.
