The event was organized by World Bank Institute and UNDP Projects “Public Finance Reform in Uzbekistan” and “Support to Development of Welfare Improvement Strategy of Uzbekistan”. Enhancing efficiency of budget expenditure in Uzbekistan is one of the key objectives of current economic policy which considerably affects growth rates and sustainability of the national economy. Fiscal policy using new methods of budget planning should result in improving of social security of the citizens, access to and quality of healthcare and education services and maintaining macroeconomic stability in the country. UNDP in Uzbekistan and World Bank Institute assist in implementation of budget reform in Uzbekistan aimed at sustainable development, improving efficiency and effectiveness of public expenditure as well as growth of real income of individuals. Prospects for transition to mid-term budget planning (MTBP) for the period of three years, as well as implementation of performance-based budgeting (PBB) are being comprehensively researched within the framework of the above initiatives. Application of PBB would enable to identify the most efficient ways of spending budget funds, measure inputs and outputs and timely assess both progress towards achieving the desired outcomes and their quality. Many countries, including transition economies have already introduced PBB. Experience of those countries helps learning lessons for PBB reform in public sector of Uzbekistan. Over 2007 UNDP and World Bank Institute arranged a series of events for exploring successful practical experience in formulating public and territorial budgets, namely, Inception/Introductory Seminar on Budget Planning Methods in Tashkent, Training on Performance-Based Budgeting & Medium Term Expenditure Framework (MTEF) in Samarkand, as well as study tour to Slovakia with the aim to learn about local experience in transition to new methods of budgeting. This training being a logical continuation of earlier initiatives is focused on examining gradual and sectoral approach in implementation of PBB and detailed study of budget process transformation process. Sectoral approach in PBB implementation allows to concentrate efforts and take in to account specifics of each sector. Leading international experts from World Bank Institute with practical experience in this field were invited to conduct this training. Among the speakers there were representatives of government structures and specialized research centers from Albania, India, Latvia, Poland, Russia and Slovakia – countries which have implemented PBB in the most successful manner. The key topics of the training included specifics of formulating sectoral budget programs, their efficiency indicators, changes in budget classification, role of ICT in budget process, organization of internal audit and budget execution by treasury and many others. During the training participants also discusses various alternatives and stages of PBB implementation and modernization of budget process in Uzbekistan. The knowledge gained will be used in practical introduction of PBB in the process of budget planning in Uzbekistan, as well as in research on implementation of PBB in social sector. Representatives from the Cabinet of Ministers, Ministry of Finance and its territorial financial departments, Treasury, Ministry of Economy, Ministry of Public Education, Ministry of Tertiary and Secondary Special Education, Ministry of Labor and Social Security took part in the training.
