Regional Development and Municipal Finance

Bucharest, June 26, 2008 - The World Bank organized the conference “Regional Development and Municipal Finance” with the support of the Ministry of Economy and Finance, at the Hilton Hotel.

The objective of the conference was to explore how central and local authorities can best respond to the institutional, operational and financing opportunities and challenges, in order to prepare and implement local and regional development strategies.

Participating in the event were government officials, local public authorities, regional development agencies, representatives of the financial sector and international institutions.
The conference was structured in five sections, around five topics which were actively debated:

  1. Implementing the Regional and Local Economic Development Agenda:   Who does What;
  2. A Framework for Support to Regional and Local Economic Development;
  3. Delivering Regional and Local Economic Development: the Fiscal Dimension;
  4. Ensuring Economically Efficient Absorption of EU Grants:  How to Develop High Quality Local and Regional Projects, and
  5. The Two Sides of the Market: Municipal Finance and Municipal Corporation finance.

On the occasion, two World Bank reports - “Romania – Implementation of Regional Development and Integration with other EU Operational Programs” and “Romania - Municipal Finance Policy Note” – were distributed to the participants in the conference.
