Martin Raiser is the World Bank’s Director for Ukraine, Belarus and Moldova, based in Kyiv, Ukraine, since June 2008. He oversees the Bank’s program in the three countries, ensuring continuity in support of their reform priorities, and leads the Bank’s country team with a focus on results and efficiency. 

Mr. Raiser is also advancing the policy dialogue with the government counterparts, civil society and other partners. 

Mr. Raiser, a German national, joined the Bank in 2003 as Country Manager for Uzbekistan. In 2006 he came to Ukraine as Economic Advisor of the World Bank Regional Office for Ukraine, Belarus and Moldova in Kyiv. Mr. Raiser coordinated all activities in the economic policy and public sector reform areas for the three countries. He also managed preparation of the World Bank Country Partnership Strategy for Ukraine for 2008 – 2011. 

Before joining the World Bank, Mr. Raiser was Director for Country Strategy and Analysis at the EBRD, where he also served as an editor of the annual Transition Report. 

Martin Raiser holds a PhD in Economics from Kiel University, Germany, and a MSc. in Development Economics from the London School of Economics. He has published widely in academic journals on topics related to international economics, the micro-foundations of growth and the problems of economies in transition.
