THEME: Procurement Laws and Regulations -- Responsibilities of Various Agencies and their Independence from Central Government

The main objective of the Forum is to share information among the participating countries and the key active donors in these countries on way to improve country public procurement systems. The Forum will be attended by 50-60 people. This will include 24 high level government officials responsible for public procurement in 12 countries (Albania, Armenia, Azerbaijan, Kazakhstan, Kyrgyzstan, FYR of Macedonia, Tajikistan, Turkey, Turkmenistan, Kosovo, Georgia and Uzbekistan); and representatives from ADB, IsDB, WB. Speakers from Korea, Singapore, UNCINTRAL, NGOs and private organizations from Turkey will provide presentations. Donors and participants will also give presentation.

The Forum is co-sponsored by the Asian Development Bank, the Islamic Development Bank and the World Bank. The Turkish Public Procurement Authority (PPA) is hosting the Forum.

LOGISTICS:

Accommodation: The Marmara Taksim Hotel in Istanbul is the place for Forum. Hotel bookings for all confirmed participants are arranged. The Hotel offers free of charge wireless internet connection. Check-out time is 12:00 a.m. Hotel rooms will be ready from the previous night for very early checking guests.

Single room accommodation including breakfast will be paid by the organizers. All extras (phone, minibar etc.) should be paid by the participants during the check-out.

Lunch and Dinners: All lunches and two formal dinner will be paid by the organizers. For the days when no lunch or dinner is provided by the organizers, participants can claim a reasonable amount as reimbursement for those expenses.

Transportation: Participants are responsible for their transportation from/to airport in Istanbul. Taxi fares to /from airport is between 40 - 45 TL approx. 25 USD. (one way) and the ride lasts 15 minutes to one hour depending on the traffic. There are ATMs and exchange offices at the airport and on the streets. The taxis do not accept credit cards and they have taxi-meters. You can get the reimbursement for your to/from airport transportation.

Currency: The currency in Turkey is Turkish Lira (TL). You could exchange money at the airport, in the hotels at the banks or exchange offices on the streets. The exchange rate as of today is:
1 EUR = 2.10 TL.
1 USD = 1.50 TL.

Weather: The temperature will be around 20 Celsius during the day and 11 at night. Please have your umbrella and rain jackets with you for unexpected rains.. Since there will a boat tour please have your sweaters. Istanbul Airport is open at the moment. It was not affected by the ashes.

Translation Services: There will be Turkish - English and Russian translations during the Forum.
