World Bank Country Office in Azerbaijan Announces Winners of the Small Grants Program 2002

BAKU, July 11, 2002 – The World Bank Country Office in Azerbaijan is pleased to announce winners of the Small Grants Program – Azerbaijan.

The objectives of the Program, which fist started to be implemented by the World Bank Country Office in Azerbaijan 2 years ago, are to promote dialogue with, share development knowledge and resources among the World Bank partners and clients, and to build NGOs' capacity for their effective involvement in reforms and development of the civil society in Azerbaijan.

This year to reinforce the empowerment dimension of poverty reduction, the Small Grants Program has developed a new focus on civic engagement for the empowerment of marginalized and vulnerable groups. The new purpose of the Small Grants program is to support the empowerment of citizens to have greater ownership of development processes, thereby making these processes more inclusive and equitable.

The Small Grants Program Committee comprising the operational staff of the World Bank Azerbaijan Office reviewed 56 proposals submitted to the Country Office by national NGOs and selected 8 organizations for awarding grants under this year's Program:

1. "Qafqaz" Ecocenter: Development of tourism in Shahdag area

The project is intended to raise public awareness through holding a seminar on development of eco-tourism and of importance of engagement of local community into this process. Trainings on eco-tourism services and ethics will be provided for young representatives of local communities in Shahdag area. A web-site on eco-tourism in Shahdag area will be launched.

2. "ECOIL" Scientific Ecological Union: Seminar on environmental situation in Balakhani and the role of NGOs and Municipalities

The proposed project will aim to raise public awareness about environmental problems in Balakhani village of Apsheron area caused by inefficient solid waste landfill and of importance of collaboration among relevant NGOs, municipalities and local community. A 2-day seminar is to be held in September which will then be followed by broadcasting on TV

3. Disabled Women Society: "Way to the HGart" TV and Radio Program

The project activity will include a series TV and radio programs on the rights of disabled women and reality in which this vulnerable group of society keeps living. Seminars will be organized in several rayons of Azerbaijan to raise awareness of disabled women in the country on their rights and possible ways of their integration into the society . At the end of the project an exhibition of handicrafts made by disabled women will be organized

4. Azerbaijan Marketing Society: Social Advertising

The project will produce a series of social advertisements highlighting social problems and milestones our society faces in the period of transition.

5. Azerbaijan Diabetic Society, the Sheki Branch: Reinforcement of diabetic "schools" in the region

The proposed project will arrange training sessions to educate people suffering from this disease on prophylactics and the ways to prevent complications. A 1-day seminars will be held in each of the following rayons: Sheki, Balaken, Qakh and Zaqatala.

6. "IGBAL" Foundation: Business development

The project is intended to organize training / seminars for small manufacturers and handicraftsmen in rayons with the aim to raise their knowledge and skills in developing small businesses.

7. "Fovqal" Association: Second Symposium on Environmental and technological problems in emergency situations

The project will organize a 2-day Symposium on environmental and technological problems arising as a result of in emergency situations

8. AKTAM: Web design courses for refugee students

This project will finance internet and web design courses for refugee and IDPs students from Qubatly, Kelbejer, Zengilan, Lachyn, Shusha and Khocaly currently studying in Baku. As a result, six web-sites on history, culture and the today reality of refugee and IDPs community originating from those lands, will be launched.

The World Bank Small Grants Program was established in 1983 to provide a way for the Bank to promote dialogue and dissemination of information about international development in forums outside its own operations. During the fiscal year 2002 US $2.3 million was allocated for the Program worldwide. Competition for funding was the highest it has ever been with 68 Country Offices applying to manage the Small Grants Program. The proposals were reviewed according to the criteria set forth in the Country Office Information Packet and US$ 40,000 was allocated for the Small Grants Program - Azerbaijan. The total amount for the three years of Small Grants Program –Azerbaijan makes US $95,000.
