INTERNATIONAL FINANCE CORPORATION PRIVATE ENTERPRISE PARTNERSHIP  TERMS OF REFERENCE Title of the position:           Associate Operations Officer (Economic Analysis/Survey Specialist) Project:                                Azerbaijan Business Enabling Environment (BEE)Reporting Lines:                Project Manager Location:                              Baku, Azerbaijan The Organization: IFC, a member of the World Bank Group, fosters sustainable economic growth in developing countries by financing private sector investment, mobilizing capital in the international financial markets, and providing advisory services to businesses and governments. IFC’s vision is that poor people have the opportunity to escape poverty and improve their lives. In FY06, IFC committed $8.3 billion, including syndications, to 284 investments in 66 developing countries.  The Project: Azerbaijan Business Enabling Environment Project. The project will be implemented in cooperation with the Doing Business and Foreign Investment Advisory Service (FIAS). The focus of this phase will be to build on activities undertaken by IFC and its partners in Azerbaijan to date, as well as to lay the groundwork for a full-scale project expected to launch in mid-2008. The project will have 3 objectives: working directly with government to reduce the regulatory burden to business, conducting a nation-wide SME survey, and improving the legal awareness of SMEs.  Scope of the job: This position involves support in analyzing key developments of business environment sector in Azerbaijan. The expert will be an individual with knowledge and understanding of economic analysis, report writing and surveys. The inputs will be provided over the project five years period, though initially a one-year contract will be issued.   Duties and responsibilities: o       Assist in conducting economic analyses: •       Conduct statistical analysis of the BEE survey results for Azerbaijan and interpret them •       Perform analyses of cost-benefits of administrative formalities (permits, licenses etc.) on doing business in Azerbaijan o       Preparation and delivery of presentations to governments, businesses and other key stakeholders o       Preparation of reports on the business environment: •       Writing up analyses and drawing conclusions, incl. proposing specific reforms, assessing their impacts and suggesting implementation options •       Co-ordinate and organize deliberations with other analysts and stakeholders o       Organize and implement consultations with business sector •       Prepare discussions, focus groups and road-shows on key findings and proposals in the regulatory simplification process – in Baku and in the other regions of Azerbaijan •       Process all proceeds from such consultations, report and analyze the outcomes o       Monitoring project performance against the evaluation indicators of progress o       Perform other duties in line with project goals   Qualifications: o       Advanced university degree in economics or related field; o       At least 5 years of relevant work experience in analysis and report writing; o       Results-oriented approach with strong problem-solving skills; o       Sound analytical skills and a proactive approach; o       Experience in working with or for the private sector; o       Fluent in Azeri, Russian, sound English language skills; o       Team-oriented and well-organized.  This will be a term position, starting from about 15 September 2008.  For detailed information on this position and how to apply please visit www.ifc.org.  To apply please click on Careers then on Current Opportunities – Job # 081659  Please indicate source of information about the vacancy in a cover letter.
