Belarus: Addressing Challenges Facing the Energy Sector

The report is reviewing current standings of the electricity and gas sectors and developing policy recommendations in order to mitigate the impact of gas price increases on the energy sector and discusses options for Belarus to strengthen its energy security and maximize benefits from its strategic energy transit location.

The report was developed by the International Finace Corporation, drawing on the results of its third annual business environment survey in Belarus. The survey results reflect small and medium-sized enterprises (SME) preceptions of administrative procedures from late 2005.

Improving Health and Health Care in Belarus. Belarus Health Policy Note.- (May 2002)
Presenting the study in 2002, the international experts noted that 5% of GDP allocated to health care could do much more to improve people’s health if these resources were allocated more efficiently. The report identifies priority areas for health sector reform in Belarus and recommends measures for improving both the quality of health care and health sector financing mechanisms.

Belarus suffered the twin shocks of higher energy prices and the loss of traditional markets when the former Soviet Union collapsed. In addition, the adverse effect of high inflation on the investment climate were compounded by unpredictable tax enforcement and extensive government controls on pricing, business establishment, credit, and access to suitable business premises.
Belarus - An assessment of poverty and prospects for improved living standards- (Jun. 1996)
Belarus needs to evolve toward a set of integrated universal social programs tailored to meet specific population segment needs. The report argues that Belarus has the capacity to administer a simple mean-tested social assistance system if it focuses on three core at risk groups.
