GDLN Event on 10 February 2010 - Financial Reporting Community of Practice on Common Content

On 10 February 2010 the World Bank Centre for Financial Reporting Reform (CFRR) organized a Global Development Learning Network (GDLN) workshop on "Financial Reporting Reform and European Accession Negotiations".



Summary


Objectives

The objective of the event was to discuss the choice of appropriate financial reporting frameworks for different entities, including small and medium entities.

Description

First, David Cairns presented financial reporting requirements for different types of entities including listed entities, banks and insurance companies, and other business companies. His presentation was illustrated by examples of requirements for companies located in the EU, specifically in the United Kingdom, Cyprus and Germany.

Ivica Smiljan then presented a case study describing Croatia’s experience in modifying its financial reporting framework for small and medium enterprises in the context of its negotiations for EU accession.

Ivan Čevizović presented on the Croatian Financial Reporting Standards, the Accounting Act, the Fourth and the Seventh Council Directives, and IFRS/IAS.

John Hegarty, Head of the World Bank Centre for Financial Reporting Reform, moderated the session.

This event was part of the Financial Reporting Community of Practice series under the Regional REPARIS program, which is funded by the Austrian Development Agency and managed by the World Bank Centre for Financial Reporting Reform.

Biographies


David Cairns

David Cairns

David Cairns advises companies, accounting firms, government agencies and standard setting bodies on the application of IFRS and provides extensive IFRS training. He was the secretary-general of the International Accounting Standards Committee from 1985 to 1994. He is the author of several authoritative texts and surveys on IFRS.

He is currently an advisor to the World Bank’s Center for Financial Reporting Reform in Vienna. He was the director of an ICAEW project the European Commission on the evaluation of the implementation of IFRS in the European Union from October 2006 to June 2007 and of the Common Content project from 2001 until March 2009. David is a member of the UK’s Financial Reporting Review Panel and the UK Accounting Standards Board’s Financial Services and Other Special Industries Committee. He is a member of the IASB’s Working Group on Accounting Standards for Small and Medium-sized Entities. He is a member of the BNA/TM Accounting Policy and Practice Advisory Board advisory board.

David is Visiting Professor in Accounting at the London School of Economics and Political Science where he teaches international accounting. Since 2009 also teaches at the Said Business School at Oxford University


Ivica Smiljan

Ivica Smiljan Ivica Smiljan is certified auditor. He also have certificate for Securities and Capital Markets Enforcement Programme (Washington, US Securities and Exchange Commission). He started his career at Financial Agency as financial inspector and counsellor on external control. He spent two years at financial police as head of department for financial institution control, and in 1994 he was elected for Assistant Minister at Ministry of Finance and responsible for Banks, Insurance, Foreign Exchange System and payment operations. Since 1996 to 2001 he was a chairman of Croatian Securities and Exchange Commission responsible for regulation and enforcement of capital market.

Since 2001 he was a employed at Deloitte on position of Auditing Director where he participated and supervised audits. The whole time he is publishing professional articles. He is a co-author of entire line of professional publications from accounting, auditing and finances. He also gives lectures and keeps professional seminars.

Ivica is a member of Croatian team for negotiating with European Union Commission (Chapter VI – Companies Law (Accounting)) and for the last four years he is Chairman of Croatian Financial Reporting Standards Board. He is currently president of the Board at Nexia Audit Ltd.


Ivan Čevizović

Ivan Cevizovic

Ivan Čevizović was born in August 1980 in Nova Gradiska, Croatia. He graduate at Faculty of Economics & Business at University of Zagreb, major accounting. Ivan holds master degree in accounting. From 2002 till 2006 Ivan worked in audit firm Reconsult in Zagreb.

From 2006 Ivan has been working at Faculty of Economics & Business, Accounting Department, as research and teaching Assistant. Ivan is member of workgroup for Croatian Financial Reporting Standards and member of Editorial board of "Racunovodstvo i financije" magazine.
