Nikolay Petrov NIKOLOV, Operations Analyst, joined the Bank in 1997. He came to ECA Energy Department from the Bank's Country office in Bulgaria in February 1998. In his position of Economist/Operations Officer for energy operations in Sofia for the preceding 1 year, he has participated in supervision missions for the on-going World Bank energy project - including discussions with the government on restructuring the energy sector and identification of a new District Heating Rehabilitation Project. Prior to joining the Bank, he worked for the Bulgarian government and then for Price Waterhouse in the Washington area.
Current Work Program: In addition to his role in analyzing statistical, regulatory and legislation information, Mr. Nikolov is responsible for monitoring the implementation of a Hydropower Rehabilitation and System Control Project in Ukraine. Mr. Nikolov participated in discussions with the Bulgarian Committee on Energy on the identification and preparation of a rehabilitation project for major municipal district heating systems, including issues of environmental feasibility, structure and ownership, heat tariff policy, regulatory framework and investment strategy. He has also worked on the implementation of an Electricity Sector Reform Support Project in Russia. His most recent work experience includes project supervision and analysis of economic, institutional and operational aspects of projects under preparation.
Mr. Nikolov has been involved in the preparation of energy sector analysis for the Bank's Country Assistance Strategy for Belarus, a Social Infrastructure Retrofitting Project in Belarus, an Electricity Market Development Project in Georgia, and a Programmatic Adjustment Loan in Ukraine.
Strengths: Substantial experience with policy issues, such as pricing and restructuring, and on related links with Bank adjustment operations and Fund programs. In the course of his professional and academic career, Mr. Nikolov has acquired experience with several transition economies of the ECA client countries (Russia, Bulgaria and Ukraine in particular), including energy projects and privatization
Education: Diploma in International Economic Relations from the Moscow State Institute of International Relations and an MA in Development Banking from the American University.
