Motoo Konishi


kMotoo KONISHI, Sector Manager, joined the Bank in 1981 through the Young Professional's Program. After graduating the YP program in 1993, he worked on transport projects and sector work in Eastern and Southern African countries, including Malawi, Somalia, Sudan, Tanzania, and Zimbabwe. As a transport economist, he formed teams of multi-sector specialists and carried out in-depth sector analysis that diagnosed the existing situation and formulated multi-year programs of institutional, policy reforms and investments to improve transport services and infrastructure. From 1990 to 1992, he joined the Country Operations Division in Latin American Region as the senior country officer for Bolivia. During his tenure, he helped develop the country team and drafted the first Country Assistance Strategy for Bolivia. From 1992 to 1995, he returned to Southern Africa Department as the Resident Representative for Tanzania. Among other things, he helped raise the issue of corruption to be one of the central focal issues of the first multi-party Presidential election. From 1995 to 1997, he worked as the Principal Country Officer for Kazakhstan where he led the drafting of the second Country Assistance Strategy, and prepared and appraised a project to computerize and modernize the treasury system of Kazakhstan. From 1997 to present, he has worked in the Infrastructure and Energy Services Department of Europe and Central Asia Region as the Principal Operations Officer (Water Supply), Sector Manager for Water Supply and Sanitation, and since January 2004, as Sector Manager for Transport.
Current Work Program: Management of Transport Sector Unit for Europe and Central Asia Region.
Strength: Development of sector specific and multi-sector strategies; analysis of linkages between infrastructure and overall economic growth and development; management of multi-sector teams; negotiations with Ministry of Finance and senior policy makers; project economic analysis.
Education: B.S. in international economics (Clarement McKenna College). M.A.L.D. in development economics, international law and international business (Fletcher School of Law and Diplomacy).
Languages (other than English): Japanese (native); Spanish (beginner).
