Anca DUMITRESCU, Transport Specialist, joined the Bank in 1994 as a consultant and in 1996 as staff. Between 1994-1999, she worked on all the Infrastructure portfolio of Bank’s projects in Romania (transport, roads rehabilitation, railways restructuring, water supply, local government development) as Operations Officer. She was also involved in the development of logistics and market institutions for grain trading activities in Romania, Ukraine and Kazakhstan. In 1999 she joined the ECA Transport Team in Washington, D.C and since then has worked on preparation of several transport projects in Estonia, Albania, Macedonia, Romania, Bulgaria, Serbia and Montenegro, Moldova, and Poland. Mrs. Dumitrescu has been working as Task Team Leader of the Trade and Transport Facilitation in Southeast Europe (TTFSE) projects in Albania, Macedonia, Moldova,  Romania, and Poland, and has served as HQ Anchor for the TTFSE I and II Regional Programs. Before joining the Bank, she was senior advisor in the Ministry of Finance, and inspector economist in an insurance company (Bucharest, Romania).
Current Work Program: Trade and transport facilitation project in Moldova; road transport in Poland; transport sector in Moldova; trade and transport facilitation corridors in West Africa (as of May 2006).
Strengths: Trade and transport facilitation and logistics; innovative investment operations (regional programs; SWAps, use of country systems); road management and financing; general transport sector analytical work - contributions to CAS-es, EGPRS, public finance review; project design and project cycle development and management.
Education: M.S. in Project Management from George Washington University's School of Business and Public Management; Degree in Economics and International Trade (Faculty of International Trade) from the Academy of Economic Studies in Bucharest.
Languages: (other than English): Romanian (native), French (fluent).
