Henry G. R. Kerali, Lead Transport Specialist, Infrastructure and Energy Department in Europe and Central Asia Region since January 2003. Henry Kerali is the Program Team Leader for the Bank's Transport projects in Bulgaria, Croatia, Romania and Western Balkans (Albania, Bosnia and Herzegovian, Macedonia, Montenegro and Serbia). He is responsible for the Bank's portfolio of transport projects and other operations in these countries that include railway restructuring and financing, preparation of transport sector strategies, road management and financing policies, railway restructuring and reform, and trade and transport facilitation sector work.
Before joining the Bank, Henry Kerali was a Professor at the University of Birmingham in England where he specialized in road management and financing. He has over twenty years of experience in a broad range of projects within the transport sector. As a professor, he led the team that produced HDM-4 (Highway Development and Management system), which is used by the Bank and other donor agencies for economic appraisal of road projects. He has working experience in over 30 countries throughout Europe, Asia, Latin America, and Africa.
Education: B.Sc. (Civil Engineering) from Makerere University, Uganda; M.Sc. and Ph.D. from the University of Birmingham, England; Fellow of the Institution of Civil Engineers, London. He has over 75 publications in journals, books, and international conference proceedings.
